An autonomous system number (ASN) identifies a network that runs its own routing on the internet: a carrier, a cloud, a university, a large company. Each one announces the IP prefixes it carries to its neighbours over BGP, and that is how the rest of the internet knows where to send traffic.
Numbers are handed out by the five regional internet registries (APNIC, RIPE NCC, ARIN, LACNIC and AFRINIC). AS4134, for example, is China Telecom's 163 backbone; AS13335 is Cloudflare.

Prefixes come from RIPE NCC's Routing Information Service, which collects routing tables from hundreds of networks; a prefix is listed when at least ten of them see it.
