An autonomous system number (ASN) identifies a network that runs its own routing on the internet: a carrier, a cloud, a university, a large company. Each one announces the IP prefixes it carries to its neighbours over BGP, and that is how the rest of the internet knows where to send traffic.
Numbers are handed out by the five regional internet registries (APNIC, RIPE NCC, ARIN, LACNIC and AFRINIC). AS4134, for example, is China Telecom's 163 backbone; AS13335 is Cloudflare.

The AS that routes an address and the organization it is registered to are often different: a cloud or hosting company can announce a customer's own block.
Prefixes come from RIPE NCC's Routing Information Service, which collects routing tables from hundreds of networks; a prefix is listed when at least ten of them see it. Address-to-AS lookups use iptoasn.com (public domain). Names, countries and allocation dates come from the five registries' published files. All of these are refreshed every day.

An upstream is a network this AS buys transit from, or that sits between it and most of the internet; a downstream is one that reaches the internet through it. The split is inferred from the paths RIPE's collectors see, so peers and networks that only appear on some paths are grouped separately.
The list is ranked by how many paths pass through each neighbour, so the most important connections come first.
They are the premium international networks of China's three carriers, often advertised for VPS routes to China: AS4809 is China Telecom's CN2 (the plain backbone is AS4134, "163"), AS9929 is China Unicom's premium network (the plain one is AS4837, "169"), and AS58453 is China Mobile International (the domestic network is AS9808).
Which one a server's traffic uses depends on the route back to you; a traceroute shows the AS numbers along the path.
